# Kerala Child Rights Commission Says Boys Can Grow Hair as They Wish

The Kerala State Commission for Protection of Child Rights has said that boys and children whose gender has not been determined have the freedom to grow their hair according to their choice. Commission member P. Shajesh Bhaskar ordered that school authorities should not mentally harass, remove from classes, discriminate against, or subject boys and transgender children to disciplinary action over the length of their hair or related matters.

The commission also pointed out that schools should give greater priority to students’ academic progress and personality development rather than their external appearance. The order was issued while considering a petition filed by Indu Menon, a native of Ramanattukara, alleging that school authorities were treating boys who grow their hair long as criminals.

At the same time, the commission clarified that children have a responsibility to keep their hair clean and safe in a manner that does not cover their eyes or face. During laboratory activities, sports competitions and practical classes, children must tie their hair or keep it secured with a hair band in the interest of safety.

The commission also stated that using chemicals or colours on hair in ways that could be harmful to health is not beneficial. Children whose gender has not been determined will have the full right to maintain their hair according to their preference and choose their dress code.

The commission further directed the Education Department or CBSE to issue guidelines to schools regarding hair growth after hearing boys and children whose gender has not been determined. The concerned parties have been asked to submit a report within 45 days based on the commission’s recommendation.

The principal of Kottakkal Sacred Heart English Medium School had also submitted a petition seeking guidance on how to deal with a situation involving a boy studying in Class 11 who repeatedly refused to cut his hair despite being asked to do so several times. The commission issued its order after considering both petitions.
